Planned Road Closure 23 November 2020 for 5 days

As there have been several confirmed cases of Covid-19 within the surrounding villages, and with the lockdown rules beginning to lift slowly, it seems an appropriate time for a refresher of the Government's rules. In the remote setting we're in, it's easy to fall into the trap of thinking that we're outside of the risk of Covid-19. We would encourage you all to continue to follow the lockdown rules for the safety of all in the village.

Parish Council Conduct During Coronavirus (Covid 19) Pandemic

The Society of Local Council Clerks has advised the following:

1. Regulation 6(c) removes the requirement for a Parish Council to hold an annual meeting in May 2020

 

2.Regulation 4 (2) carries the current appointment of Chairman on until the Annual Meeting in May 2021 although councils may elect a chairman at earlier meeting should they wish to.

 

3.Regulation 5 covers remote attendance; extending the definition of “place” to include more than one location and including electronic, digital or virtual locations. It goes on to set out all the conditions that must be complied with, making sure the member attending remotely can be heard and where possible seen by other members and by the press and public and can hear and preferably see the other members.

The Parish Council will therefore conduct essential business electronically and publish minutes on the website.  All non time sensitive issues will be dleayed until such a time that public meetings are permitted.

Traffic Calming Update November 2020

NYCC Highways Confirmed on the 3 March 2020  that the consultation period for the speed reduction from 40mph to 30mph finished on 29 February and there were no objections.

They will proceed with their legal team to get the Traffic Regulation Order made and sealed and in the meantime the associated signage is being ordered through their contractor to coincide with the operational date.  The legal processes  will take several weeks but they hope to have everything in place by the end of March.  

Traffic Calming Update November 2019

NYCC Highways indicated that the Parish Council should await the installation of a similar setup in Gt Ouseburn so we can view the street furniture before they are willing to place the order for Hackforth.

The Parish Council visited Gt Ouseburn on the 18th November and were satisfied that the aesthetics and engineering were satisfactory and authorised NYCC to go-ahead with the order.

NYCC Highways have indicated that the provisional date for works to commence is 27th january 2020

 ·        NYCC Highways has confirmed that the traffic regulation order and associated proceedings were initiated on 21 November 2019

 ·        Cllr Weighell confirmed the security of the £5K Councillor funding for the project until late October 2020

 ·        NYCC Highways confirm that the ‘road furniture’ was ordered on 22 November with a pre-Christmas delivery. They expect to install sometime in January/February depending on the Rosehill team availability, coordination with Highways (installation of the bollards, signs and white lining) and the weather.

 The Parish Council are in regular contact with the relevant departments at NYCC and Highways to ensure the installation takes place as soon as possible. Any further substantive updates will be notified as and when they become available via Parish Council meetings, notice boards and the Parish Council website.

HDC Local Green Space Assessment November 2018

Hambleton District Council (HDC) is in the process of updating their Local Plan and, as you may be aware, the Draft Plan is currently open for consultation with all interested parties. The consultation period closes on 17th September 2019.

Hackforth Parish Council have for some time lobbied HDC to designate certain ‘Green’ areas of the Parish as ‘Local Green Space’ – so far to no avail. However we still have the opportunity to have our say on what is best for our village.

The Public Meeting on 5th September 2019 at 7PM in the Vlaage Hall is your chance to hear what the Parish Council has to say on this matter and, more importantly, to let them know your views on designating Local Greenspace in our  village in order that they can make further representations to the District Council on your behalf.

Implementation of 30mph Speed Limit

Meeting on 5th September 2019 in Village Hall 7PM

The Parish Council have reached agreement with North Yorkshire County Council (NYCC) to reduce the speed limit through Hackforth to 30mph. This will result in a major improvement to the quality of life of residents.

To enable this speed limit reduction to take place NYCC requires physical traffic calming measures to be installed:

On North Road rubber, bolt down Traffic Islands will be installed on the North and South carriageway to form a chicane in the three locations indicated on the plan below. All necessary signage will be installed and “Give Way” road markings painted on the approaches to these chicanes.

The cost of the traffic calming measures would be a maximum of £17.5k. Cllr John Weighell of NYCC has kindly agreed to contribute £5k from his environment budget leaving a maximum of £12.5k to be borne by the Parish. These funds are already in place from the Community Infrastructure Levy.

These calming measures will be installed in the next few months at which time NYCC will commence the legal process to reduce the limit to 30mph. This could take up to 12 months.
